They have a signal flare gun in the cockpit as well as a fire axe. I think phosphorus burning inside some terrorist's gut would do the job. Or an axe through the skull. I just don't think rubber bullets have the lethal force needed so perhaps ammunition with low amounts of powder to reduce the risk of hull penetration.
