Oh ok... I thought you were talking about the upstream(return) MER The AT3510 is a ITU DWDM narrowcast forward transmitter, you want to hit those transmitters 19dB flat if you are loading them with 32 QAM channels. Using the chassis power supply display or Opti-trace CMS and computer look at the transmitters RF level reading, you want that as close to 0dB to get optimal OMI. On those with a 0dB reading on the transmitter I get 39MER at the node. Also make sure you have the distance set for 15mile/24km.
Without seeing your design I'm assuming you are not using Light Plex's with a BC transmitter.
How many QAMs? What is the MER into the transmitter after the padding.
