With a QAM signal generator, inject a carrier at the customers drop(should be the same power level as modem is transmitting at) and measure it at the headend receiver. Check MER/BER/Group Delay, EVM ect, basically a full QAM test. My guess is you will not pass at the point use the divide and conquer method until you narrow down your problem.
