Carrier at 36mhz on return spectrum


Kind of a long shot but hopefully someone here can help with this question. I have been dealing with a commercial business that has been dealing with problem on their VOIP service for a couple of days, crackling and break up on calls. I have checked the node using a spectrum analyzer when they are having a problem, no noise or carriers. When we move the QAM to a different frequency (from 36 mhz to 30 mhz) the problem goes away. However we can not find a carrier or noise signature at 36mhz. I am thinking there is a device at their business or the nearby motel causing interference at 36mhz....any ideas? Thanks.
