I totally agree. Back in the day it was good to have the "piece of paper" I have trained guys under a well know cable maker, but since I left I have trained all the guys that work for me in house. You get real experience, tips and tricks that they dont show you in class. As for the 3-5K for tools, don't think so. I just bought two new splicers and they both we 16K each. An OTDR depending on what you get new is 7K and up. Not to mention your hand tools. I would follow the advice of the other gentleman that posted and find someone to work under and willing to train you. If you do a great job your name will grow and the doors will open up.
