Dish does not give a crap what code OHIO is using. They have THEIR SPECS that are atleast what the NEC mandates or more. Dish allows two approved ground points. The house common, and the bonded cold water within 5' of entry into the house. Thats it. I am certain that you have NOT had a Dish QAS go behind you. It is all over the other install forums as to how far they have gone over board on QC's. This job would fail for the ground in two ways, the clamp and the jumper wire between the ground blocks.
The fact that you said the Dish does not have to be atleast 10' from the electric (this is a favorite of the QAS for an auto fail) tells me you really don't know what the specs are for Dish.
