I think you should check levels once you arrive and if it is to low (& won't meet specs) just tell TWC that they need to get a tech out there to fix the customers problems b4 you fall into a nightmare.
 TWC has TECHS supposedly to fix problems ... seems like they are trying to get you to fix their problems at no cost to them. Suggest to them that you can fix the existing problems to add outlets or services but only at an hourly or piece price for bringing the existing customer up to spec.
 Otherwise turn your service call back into TWC b4 you add service.
