You are not going to get good connectivity in many areas.
You can use the concept to inform you about the character and intelligence of any manager you encounter. Land line use and existence is dropping as people adopt cell phone use. You can neither increase or decrease connectivity in the absence of a landline. Even after that some people just don't want their phone system screwed with. DirecTV boxes occasionally do mess up phone operation as does defective work on phone wire.
So when you are told to get your numbers up but you have not seen any landlines...just ask them what can be done to connect lines that do not exist and why you should take any money hit for a situation you cannot improve.
A number I saw a few years ago was one in six households who could afford a landline had no plan to ever connect one. That is an old number; 16%.
Connect a phone jumper to the back of the box....ask where it can be plugged in to complete the installation. That should be it. Unless you are trained to work on the customer side of the NID you are done.
