Define,,,"reasonable"....Heh heh heh heh!!!!! just joking. I was in a partnership on a small catv system back in the late 80's. We had our own poles in the utility easement. When it came time to start expanding, we decided to start attaching to the power poles. The power co was an IREA, and they charged us an attachment rate of $17.98 per pole. Where as,,down in the big city, the power company was a private entity, and they were charging $6. for an attachment rate.
 We did file a grievance with the FCC,,,,and was told, pretty much what you said.....Did you work for the FCC? Heh heh heh heh!!!!
