Regulate does not mean a set price. It means to govern according to rule. A pole owner can charge what ever they want as long as it's reasonable. If a company feels it is being charged to much they can appeal to the FCC and have it adjusted. A pole owner cannot set unreasonable atachment fees in order to keep out a company that may be a competitor. Having a good relationship with the pole owner helps to get lower fees also. That might have something to do with the different attachment prices.
