It is different from a electrician, electricians are licensed by the state/government, certificate to install a satellite has no legal use only to say you paid money, its not accredited like a state issued document, so in that respect, the law wouldnt be able to do anything. .....on the other hand, you may have a point about the background and MVR reports being ran under, you may have a leg to stand on there, if you say this person is running under my number, that was issued on a drug test/criminal background check, that may be the way to go.
