  I've pretty much done all of that.  I suspect it is static.  If you use the conductive cap and the long grounding cord the unit will not flash red 70% of the time when you probe the strand.  Its that other 30 % that is of concern.  Can not find any reason for the flashing red light.  Had the power company come and check and they can not find anything.
