In your manual it says, The voltage detector grounding cord is used in certain aerial applications where the user is isolated from ground, and it eliminates induced body voltage in order to prevent false hazard indications. That flashing light might be your heart beat or static.  When your in the air try touching it to the end of your finger and see what happens. Then try useing your grounding cord.
