Route according to Matrix  performance. Reward the good techs, in front of the bad. Make everything team based and create competition amongst them. Freindly. When a team is responcible for each other, you will see the better techs either helping the lesser techs pick up their game or they will run them off. I once worked for a manager that each week he gave out $10 gift cards for rewards like highest completion percentage, best surveys, cleanest van, etc. You get the idea. I felt so proud when I received one. Try posting everyones scores on the board. GL
