In California, as long as it is not "intentional", an employee can lose or damage company property of any value and you can't do anything about it. To the State of California it is the "cost of doing business". If they no notice quit you have to have final and complete check in three days, and if you fire someone you have to have a final check the same day. And if the employee is in the middle of payroll deductions for tool purchases or something along those lines, you can't withhold any balance due from the final check.
Not exactly an employer friendly state which realy goes overboard in the other direction to kow-tow to the employee. Trust me, they all know how to game the system out there
