It is the discos!

The customer moves, stops paying, check bounces, whatever.  What is wanted is a way of disconnectiong service that the cx will not be able to fix....for awhile. So a tech cuts the service loop at the fitting. When the bill is settled there is still something to connect a fiting to.

Regarding signal level.........what was the question?
