We went with SA gear. We run a 550 Mhz system and offer digital HD and HSI. Biggest things you will need our a good switch (Foundry makes good gear) As far as the Digital TV stuff goes We are using SA GQAM There have been some growing pains but overall I am very proud of what we are offering. For CMTS we were using Motorola BSR 1000's which Motorola does not service any longer (should be able to pick up on the cheap if you choose) Now we are using a BSR 64000, Motorola again. You should be able to buy a cheap server and connect that to your switch as a monitor and use software like Nagios to monitor when your speeds/bandwidth max out. There also is a thing called a MRTG Graph which does the same thing. Start out offering service UP TO 5 Meg and go from there. Just put in the fine print that speeds are not garunteed 24/7. Not everyone is going to be online all the time at the same time so you should be OK. If you find things are still real real slow the think about a plan B. You could also buy Cisco used switches cheap. Just buy spares when they do go bad and cannot be serviced just do selective interchange. Its a shame there is alot of good equip out there just a little out dated so no one will touch it with a ten foot pole. Dont forget a firewall and a DHCP server, try using software like IP Commander. Has served us well.
