If I were you I'd pull your own rope first because there is nothing worse then the UG guys mule tape knots. And it sucks pulling back 500' of fiber that's covered in pipe soap. We've pulled UG fiber with a 600# breakaway, 3/8" yellow rope, a monkeys fist knot and a pick up truck with no problems. It's a lot easier with a capstan head and Condux wheel mounted on a T40 or a UG truck but you also have to spend $20k for a decent truck and $2500 for a 46" head. Just hope the pipe ain't crushed or filled with mud. And fiber blowers are the way to go if you got the money.
