ok 1st it isnt proven fraud until you have some sort of paper trail. You need documents to show all of this has taken place. Additionaly it isnt a federal crime "yet" until proven. At the way it stands now its civil. Its sucks. You need to do some home work and your assignment is to get your documents to show all of this took place.
