Comcast and at@t are not partners. The merger that you are refering to must be when Comcast bought the cable tv systems from at@t. Though under the at@t umbrella, it was a seperate entity.
Yes you are correct that the traffic has to be backboned to a switch or a router, but it is not done entirely by a cable company. Most cell companies rely on ilecs, or clecs to carry their traffic back to their switch. Many are still being run off of t1's or hsdl circuits.
One cell company here had us build an oc48 ring for their switch, and from there they set up a microwave, which transmits to a reciever on a high mountain. From there it transmits and recieves from their various tower locations, doing away with the need to wire in all the towers.
Another has not wanted to spring for fiber, and has bulked up their towers with hdsl circuits. Our fiber is just a block away in most cases, but they already have the copper into the tower and want to do it that way. In some cases they have 4-8 circuits, while the cost of a ds3 would be just a little more.
What I am saying, is the core business model of most cable companies will change. Nobody has a POTS line anymore, and the telephone companies have primarily had to change they way they do business. Remember telegraph, it is done because they refused to believe everyone would want a phone.
