Do you see any CB or Ham radio towers around?
Could be a high power transmitter "splatter box". CB is in the 27Mhz range, and 10 meter Ham is around 30 Mhz.
Just because the transmitter is putting out on a specific frequency doesn't mean that the amplifier isn't over modulated, or over-driven and is pounding out a wider-banded transmission.
Ham operators keep their transmissions fairly short, but CB'ers are a little more long winded.
Your peak is around 18Mhz, that is in the 17 meter Ham band.
I personally had a nice tube type splatter box, and it would blank out the mini satellite headend in the small town I lived in, plus it would induce into the phone pairs around the neighbor hood. Only took one FCC warning to back off the throttle though!
