I have seen it used that way and it can work. First Man Out gets to live with the job for a fair period and anything that happens is his or he pays someone else to fix it. But what if tech #1 is gone. What if the customer has screwed around with things or conditions have change?
In an employment situation where there is some expectation of stability in the system I see it. Customers would like to deal with someone familiar with their site, the tech doesn't have to waste time doing another survey; First Man becomes the Only Man.
I have also seen the abuses.
