If one looks at how many sub contractors are out there working for Comcast nation wide, 625 is a spec of dust. I'm sure between OSP construction, installs, MDU work, sales, etc. there are quite a few subs. They simply want to see an employee based prime system to cut down on liability. As well I'm sure many of those subs were assimilated into a employee based prime system as well making the statement somewhat true.
