I would suggest running your modulator outputs at FULL MAXIMUM minus 3dB if they are the old type with a variable control. Doing this you will need to use screw-on "F" type attenuator pads at the outputs.

Doing this will give you the best carrier-to-noise and optimize the manufacturer rated specifications. I have noticed that the linearity of these older modulators (and processors) is not very good when ran at lower outputs. I have also seen beats produced when ran lower than previously stated due to the equipments threshold limits.

If you are using the OLD Scientific-Atlanta "drawer" type with individual plug-in modules, they are notorious for having poor grounding and just "wiggling" the modules could/would improve the beats. We used to remove and tighten the chassis interconnects to help with this problem.

Joe has also given good advice about turning off the individual channels to help narrow your search.
