Rainbow effect

Got one here I havnt seen before.  I finally got the chance to go through most of my headends to get things cleared up over the years of neglect.  Got all my modulators calmed down were they are not screaming out RF.  I noticed acouple of channels have a rainbow that is scrolling diagonally from right to left on one and the opposte way on the other.  I have all the RF gain turned down to the point I have 45-50db coming out of each modulator.  Instead of the 60-63db coming out.  Even though we dont have 2-way.  I still checked the noise floor and its clean.  Everything is even across the board with a 1-2db difference.  The level at the optical transmitter is right at 19db.  Since I am running low on modulators, I am trying not to swap it out if all possible.
