Because the bean counters don't see any revenue from maintenance or sweep. They don't understand that you're finding and fixing problems in the field before they ever become a large issue. No, in their eyes, the money is better spent on advertising and sales.
Christ people, if you spent more money on maintaining your plant, you wouldn't be losing thousands of subscribers to dish every month.
Cable operators are doing exactly the opposite of what they should be doing.
