It sounds like you need to pull the level at the last point before it goes to distribution. Look for the launch amplifier in the rack, then pull your level from the output port on the back of it, not the test port on the front. Odds ar the level is set to +44 dBmv and all you will need to do is set up the new one and move the output line from the old to the new. As far as meters go, there are a million of them out there, cheap route is a Pico Pro, Sadelco is better, then you get up into the professional models running anywhere from 3000 to 15000. For your application I would say a Pico Pro is in order.
