Sue them in Small Claims court to get a quick judgment. You'll end up with a default judgment because they will probably never answer the suit. You won't collect anything from the defendant but you can use the judgment to garnish the accounts payable of whoever might owe the Defendant money and divert the payments to yourself. Defendant's debtors are probably the big cable companies or huge Primes, who probably stiffed them in the first place, and therefore still owe the defendant money.
