Yes 59 is allowed in pittsburgh.... It was only on 1 tv and 1 box so it is not a headend or tap issue. I believe it was on more than 1 channel but not all of them just ones that where watched frequently. My guess was the box. If anyone has used the Comcast DTA's they have some weird problems sometimes. thanks for the input guys, i had never seen something like that before through a digital box.
