That's a pretty cool picture. It looks like the pay scale must of been high enough to support a two man crew. No doubt a pressure tap, as others have said. I bet astute neighbors could likely pull in many of the cable channels with their aerial antenna with all the likely leakage.
Not sure why the guy on the line feels the need to have the hard line below his waist. Sure hope he is wearing a non-conductive hard hat, as apparently he prefered to keep his head near the power lines!
Even near the later part of the eighties I worked in one system in the Petosky, Michigan area that still had some pressure taps.
