Bonded at the pole? WTF? Who the hell is your QC guy? That may be the problem if it is bonded to the power neutral. Even if it isn't, where do you think any lightning strike or power on that neutral is going to travel to. I've always seen minute traces of voltage on the strand, ain't much but any going to that gb at the pole isn't good. Try bonding it at the house and see if that solves your problem.
