No, on the Comcast system.
You need to see if there is free space on the system. You"ll require a 6.0 MHz channel NTSC spacing, but you won't be able to look at it with the present digital cable system. You can introduce that channel on the free space, but the customer will require to have a digital TV set to see it, if you adding a digital channel.
I also would be suprised if the owner will let you do such a thing, they own the cable system and you don't.
