Every state has laws against theft of services, presenting bogus checks and fraud. But why consider working for someone you will probably have to sue to get paid? At best they can cut you a check just before trial..years down the road. More commonly they vanish and you never see the money you earned.
All states control employers to avoid these abuses.
Contractors who are not employees should read their contract. Verify who is making the contract to offer the work, If you can't find their office or bank history and they have been in business about a week why continue? The contract should spell out everything that will happen and you should have no doubts who the hell they are.
The days of working on a handshake are gone. The honest folks have largely left the field.
