A friend used to be the intructor at a school like you mentioned called World Wide Eductional Services (they do not exist now). World wide would teach people to do installs and the basics of cable theory and they had a pole yard. World Wide contracted with the state for occupational training provided to give a hand up to the able bodied to keep them off of welfare or as an alternative to jail for low level offenders (usually drugs, after rehab), most of the students either didn't go into the industry or didn't last long. The owner made good money at $2500 a student for an 8 week course.
