You need an attorney. Don't fuck around. They take cases pro-bono. Call your local lawyer referral office or email your request. How could she not get failure to control vehicle or no insurance mandatory jail time or fine and absolute loss of license. Sue your city for allowing this woman a license to drive with no insurance. Just get an attorney.
