A few things about NODE and performance.
1- NODE usually require a light input ( 1310 or 1550 nm) most like to have 0 dBm as light input, higher than that can cause distortion like you mentioned and below can cause noise, alway on the RF side of the NODE.
2- The number of channel carried by the system can change the RF output level and the light input. Most NODE are spec. with 77 analog channel and the rest in digital channel (from 50 to 870 MHz in your case), less channel will permit a higher light level and a higher RF output.
3- The NODE is usually followed by an RF section where these signals are amplifier and sloped.
4- The RF output level at the NODE should also be adjusted for the number of RF amplifiers in the cascade that follow. Less RF amplifier can usually mean a higher RF level at the NODE.
5- Also the RF level of the RF amplifiers should also been taken in consideration.

With the latest IC (GaAs IC) you can have as much as + 52 dBmV output, but again you should take care of what I mentioned above.
