I don't know why you didn't respond to my earlier post, but if your rx is OK then your tx should be OK too.  My guess is that you're at the end of line with a line EQ that is attenuating the return.  If that's so, you just need to eliminate the EQ or replace it with one that doesn't attenuate the sub band.  There is very little loss on the sub band, a 1300' RG11 drop is no problem. It would be a problem for TV, but not for internet.
