The only system I ever saw between Sec and prime are ADSS projects which install fiber in that space. (cell phone antena projects). Installed by power linemen using power lineman trucks and gear.

I've working on projects where the whole build was placed on ex arms they got sick of waiting on the make ready

But normal build in Comm space has always been 12 from comm, 40 from power, 18 over roads, 27 over RR Xings 12 under street lights, (ungrounded,) 4" under grounded SL

Munisapalities are the worst though, they fence post, box poles, cross everyone wipe out any space left on a stick and you've just about have to put a gun to thier head in order to get them to move anything, i.e.: fire alarm, traffic light feeds, OHSA can't touch them so thay are always the one's out there with no harrness, hard hat, cones, flaggers and on and on.

Bottom line is $$$, it's surprizing what you can get away with if your smart enough to place the money in the right pockets.
