   IT is Davis BAcon Act.   What we are hearing is that they will use heavy equipment wage for stimulus projects.  The issue is that RUS use's units and davis bacon is all hourly.  here is a meetign ending today in Atlanta that will adress soem of these issues.  The audtors will look at amountof performed and how you paid the crew working.
