My best guess is Directv is embarrassed by the whole certification thing. The HSPs invented it to minimize their exposure to a need for trained techs. It has been so long since anyone with skills will work for them that they have realized they cannot continue to send untrained kids out to represent Directv.
Heard the same thing about the SBCA Certification.
As The Titanic sank there was a similar message from the home office to get the new deck chairs lined up for the arrival in New York.
