Up here in MASS a 50tx is the cut-off even dispatch wont touch it for a push if the tx is that high.
Noise is definitely a major factor with D3 modems, Comcast up here usually is looking for a +10 to -10 receive and nothing higher than a 40tx with 50tx being the ceiling
