I admire your desire for professionalism, that is why I'm looking for information. You are mistaken about the laws, in my state one must have a college degree in electricity, it's not a matter of just taking a test.
In my opinion no one is more deserving of the title "hack" save the one who makes hasty conclusions and accusations on incomplete information or lack of subject knowledge.
