Yeah, just like a large plumbing outfit. The actual work is done by nonlicensed employees and the guy with the license is responsible for what they do. Which many a time the licensed plumber never shows up on the job. Some states just require one person/prime/general contractor on the job to have the particular license to pass inspection. Often you can be a sub working under their license. Each state has its own set of rules.
