In a round about way this could be good for the industry as the states and feds bring all these guys into compliance. This actually could push the rates up as they will not be able to get highly skilled labor dirt cheap anymore and will be hard pressed to serve their customer base as they will not be able to hire eveyr Tom Dick and Harry. They will actually have to hire qualified techs and companies.
