I believe I have fond your problem with cable modem and channel 2.
ARRIS CADANT C4 mentions operating frequency 91 to 857 MHz
Motorola SB51000 mentions 88 to 860 MHz
Above are download operating frequency, which are much higher than channel 2
Have not look at other cable modem but I believe they should be the same.
