It's not illegal to fly a 1/4 scale rc airplane in the usa, but is illegal to fly even a kite in a restricted air space, try flying one in the park N end of Regan National
the park police will be there like stink on dodo, but you can buy a rc kit's from SIG Mfg. that have 21ft wingspans and use a 75cc 2 stroke motor
but I have seen that sr-71 fly at an air show and It does scream, Like I said a nice Harley is invested in that airplane, the engines alone cost $8000.00 each
and it will fly at 350mph true airspeed, during that video he was running about 1/8 throttle on it the motors are made by JACO and run off of kerosene or coleman

several years ago some guy's ran a 18ft drag rail at the bonneville salt flats with 6 JACO engines and set a land speed record of 591mph with a remote operated vehicle (guniess's book of world records) that is just about 200 mph off the sound barrier, they claimed that they were not at full throttle
