Comcast pays for the line but not the trench What

This mess is a trip.  Comcast in the district has a new policy.  As any cablemen worth his salt knows that if you bury a drop you should get paid for the line and the trench.  Then Comcast of the district says we now only pay for the trench not the line.  Then they changed it to they will only paid for the line not the trench.  What tha F-----k.  If they pay for the line then how are they supposed to get the line in the ground is the question I asked my employer (lol).  Ain't that a trip. Thats comcast for ya lol/
