Splicer-disagree with you.
As a contract company owner who does business with Charter can tell you UNEQUIVICABLY that if my guys are not ok'd by CRIMSHIELD they will not be working for Charter whether I agree or not. In old days of GIS or others you got a report back and could take it to the MSO and get individuals ok'd on a case by case basis. No more. You now have a company that has no vested interest in getting anyone ok'd and especially has an interest NOT to give a guy a 2nd chance (due to negligence issues) who will control who works for contractors who work for Charter. June 30th is drop dead date and many will be gone on that date for many contractors.
