Advanced Communications was the prime on the Hampton Roads, VA project from 2009 to shortly into 2010. For some reason, another company (Truevance) came in to manage the operation. There is a lot of BS involved obviously. RTC Broadband is working on the project as a sub, mainly doing underground construction (cable placements/D&R's). I feel that there are too many entities with their hands in the pot at this point. The upgrade has become more than that. Many spans from previous rebuilds/upgrades are in need of replacement, self-support cable that is now in need of backfeed needing replaced, etc.... has ran the $ figure up and more than likely went out of spec with the money set aside for the upgrade. I think you can see where this is going.
