I am very aware of the biding the procesds.  But what you missed is HOW an MSO decides how much capital they can budget for a year.  This is the step that happens before they present contractors the pay sheets.

It's quite simple.  For example, one knows you can't budget a project calling for ASE certified mechanics working 40/hrs a week at 10/hr.  CATV workers willingness to work for peanuts has allowed MSOs to budget peanuts for the year.  This is why saying NO in an organized manner is important.  When an MSO budgets peanuts, and then passes the peanut price sheet to the contractors. If the contractors can't find technicians, the MSOs will realize they must pay more.  As long as this industry continues down this path of being people who are "just happy to get a route", the wages will continue to be appropiate for people with that kind of mind set.
